Wisconsin Ave The Stadium freeway and the portion of Lisbon Avenue west of the Stadium Freeway are part of the state highway network and designated as WIS 175. The purpose of this feasibility study is to continue to develop, evaluate and refine concept alternatives developed in the Reimaging WIS 175 Study. This effort will continue to develop a contextually sensitive solution to the current configuration of the Stadium Freeway, limits from the I-94 Stadium Interchange to Lisbon Avenue and to develop alternatives that consider connectivity and future land use options. The study will continue the discussion on potential future improvements between the City of Milwaukee, Milwaukee County and Wisconsin Department of Transportation (WisDOT). The study will continue to evaluate: 1) mobility, 2) access, 3) safety, 4) environmental impacts, 5) congestion; partnering with the city and county on 6) economic development, 7) quality of life, and 8) community engagement. Rehabilitation study project proposed; the study shall begin with the viable alternatives developed in the Reimagining WIS 175 Study final report and continue developing and refining alternatives and eliminating unreasonable alternatives, traffic operations modeling and analysis, safety analysis including a predictive analysis, environmental review, building on agency coordination, public involvement and stakeholder engagement, continuing to work with the city and county on land use and economic analysis, and potential updates to the Jurisdictional Highway Plan. The study will be a Planning and Environmental Linkages (PEL) report. The result of the study will document alternatives that could be carried to a future NEPA phase.
