Request for Supplier Qualifications for Project 504105 - Elora Poultry Pre-Qualification of General Contractors at the University of Guelph. The University of Guelph, acting on behalf of the Agricultural Research Institute of Ontario (ARIO), is undertaking the development of a new state-of-the-art Poultry Research Station at the Elora Research Station to replace the existing poultry research station currently located at the Arkell Research Station. The new facility will support multidisciplinary poultry research and innovation for Ontario's agri-food sector and will serve as a modernized research platform supporting industry, academic, and government partnerships. The proposed project is anticipated to fall within the approximately $20M to $30M construction value range and will involve a high level of technical, operational, and coordination complexity associated with specialized agricultural and research facilities. The proposed facility is anticipated to accommodate approximately 40 areas of research and will include specialized poultry housing systems, laboratory and support spaces, administration areas, and associated site infrastructure. The project is expected to include, but is not limited to, hatchery facilities, broiler and turkey rearing areas, layer and breeder housing systems, feed storage and distribution areas, research laboratories, support spaces, and associated agricultural infrastructure. The facility will incorporate a variety of specialized systems and operational requirements including: - Bio-secure access and circulation systems; - Specialized ventilation and environmental control systems; - Automated feeding, lighting, and water monitoring systems; - Independent room separation and isolation systems for research replication; - Manure management and associated agricultural servicing infrastructure; - Flexible and adaptable poultry housing environments; - Research support and sample processing areas; and - Public engagement and viewing opportunities where appropriate. The project will also require associated site development works including roads, parking, grading, stormwater management, utility servicing, septic systems, electrical and natural gas servicing, and manure storage infrastructure. Due to the specialized nature of the facility, the project is expected to involve complex coordination between architectural, structural, mechanical, electrical, civil, agricultural, and specialty systems, including systems related to biosecurity, animal care, environmental controls, and research operations. The successful contractor will be expected to coordinate construction activities within an active agricultural research environment while maintaining site safety, operational continuity, and compliance with all applicable regulatory requirements, including Canadian Council on Animal Care (CCAC) standards where applicable. Proponents associated with this procurement are anticipated to involve major institutional construction, stand-alone buildings, specialized agricultural infrastructure, and extensive coordination between multiple stakeholders, consultants, authorities having jurisdiction, and specialty subcontractors. The contract is anticipated to be in the form of a CCDC-2 stipulated price contract, subject to the final procurement strategy and project requirements. Proponents will be expected to demonstrate experience with comparable institutional, agricultural, livestock, agricultural/ livestock laboratories, and/or research facility projects as part of their submissions.
