The work involves providing tree trimming services for the City of Ellensburg to ensure clearance around utility electrical distribution lines. The contractor is responsible for supplying all labor, tools, equipment, and materials required for the project. The contract amount is based on the actual hours worked at the specified proposal rate, with a bid bond and performance bond based on a 500-hour contract, though the actual hours may be less. Work on Schedule-A includes 420 hours to be completed within 70 working days, starting September 21, 2026, and ending by March 31, 2027. Schedule-B consists of 80 hours for on-call, as-needed work, to be completed by September 10, 2027, with a response time of no more than 10 business days. All work must comply with WAC 296-45-455 Line-Clearance Tree-Trimming Operations, and all personnel must be qualified, experienced power line-clearance tree trimmers with experience working near high-voltage lines. Bidders must plainly mark their bids and include a bid proposal deposit of five percent (5%) of their bid in the form of a cashier's check or surety bond. The City reserves the right to reject any or all bids, and bidder competency will be considered in the award decision. No bid may be withdrawn after opening unless the contract award is delayed more than sixty days.
