The City of Red Deer invites interested vendors to submit a quotation for the replacement of heaved catch basins and leads. This program continues the replacement and frost treatment of catch basins that show signs of frost movement, to reduce the impacts of frost heaving on surrounding infrastructure. Since 2015, approximately 850 catch basins and catch basin manholes have been replaced and frost treated under various programs. Vendors are required to address surface and underground infrastructure damaged by heaving each winter as part of this ongoing initiative.
