The work consists generally of the replacement and upgrade of existing water meters and related infrastructure throughout the City on a citywide basis. This includes furnishing all labor, materials, equipment, and incidentals necessary for removal and replacement of existing water meters of various sizes, installation of Advanced Metering Infrastructure (AMI) communication components, replacement of meter box lids and related appurtenances, integration with the City’s meter data management systems, testing and commissioning of AMI equipment, customer service coordination, restoration of disturbed surfaces, and all associated work necessary to provide a complete and operational AMI-enabled water metering system. A valid California contractor’s license (Class A or C-36) is required. The Engineer’s estimate for this project is $2.46 Million. The Contractor must begin work within fifteen calendar days after official notice to proceed and complete the work within 270 business days of that notice. Bidders must comply with prevailing wage requirements, be registered with the Department of Industrial Relations, and furnish electronic certified payroll records. Payment and performance bonds, each in the amount of one hundred percent of the bid total, are required for bids exceeding twenty-five thousand dollars. Substitution of securities for money withheld by the City is permissible. Bids must be submitted on forms furnished by the City and must include all items shown. Attendance at a mandatory prebid conference is required for all prime contractors submitting a bid. The City reserves the right to reject any or all bids, re-bid, or waive inconsequential defects in bidding not involving time, price, or quality of the work.
