The project consists of furnishing all labor, tools, equipment and materials for site clearing and preparation, excavation, concrete paving for a new roadway extension and apron, type 2 rock blanket, storm sewer structures and piping, rip-rap slope protection, construction of structural steel dolphin mooring structures, restoration of adjacent grades, seeding and mulching and any other associated items to complete the project in accordance with the plans and specifications A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal. The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to waive all informalities, with MoDOT concurrence, not involving price, time or changes in work and to negotiate contract terms with the Successful Bidder. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher. Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. The right is reserved to reject any or all bids by the New Bourbon Regional Port Authority, with MoDOT concurrence. The DBE Goal for the project is 0.0% No 2nd tier subcontracting will be allowed on this project. The prime contractor must go through MoDOT pre-qualification process and be on the MoDOT approved contractor listing. Question Deadline 06/04/2026 The prime contractor must have a fully responsive contractor questionnaire on file with the Missouri Highways and Transportation Commission (MHTC) at least seven (7) days prior to the date and hour of the bid opening (See Section 102.2 of the Missouri Standard Specifications for Highway Construction, April 1, 2026 Edition).
