Provide all labor, materials, tools, equipment, supervision, and related services necessary to remove existing flooring and install new resilient flooring and base in occupied healthcare facilities. Work shall be performed with minimal disruption to facility operations and is intended to improve durability, infection control, safety, and maintainability. The contractor shall field-verify all quantities and existing conditions prior to installation and immediately report any discrepancies to the Contracting Officer's Representative (COR). No substitutions of specified products are permitted without Contracting Officer approval. Services include demolition and removal of existing flooring materials, surface preparation, installation of resilient flooring systems and base, touch-up painting, waste removal, infection control measures, and all associated work required for a complete installation. All work shall comply with applicable FAR, VAAR, Department of Veterans Affairs requirements, Infection Control Risk Assessment (ICRA) standards, and facility-specific requirements. Work shall be executed in accordance with the technical specifications, approved phasing drawings, and written direction provided by the VA. The contractor shall follow the required sequencing for Buildings 2, 1, 28, and 29, with each building completed before mobilizing to the next unless otherwise authorized in writing. The period of performance is 565 days after Notice to Proceed (NTP).
