Site work and paving for a mixed-use development in Fairmont, Minnesota. Completed plans call for site work for a road / highway; water / sewer project; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The work consists of Blue Earth Avenue Improvements in Fairmont, including common excavation of 2,255 cubic yards, placement of 3,035 tons of Aggregate Base Class 5, milling 18,750 square yards of bituminous surface using AMG (Robotic) technology, installation of 2,231 square yards of 8.0" concrete pavement, placement of 3,700 tons of Type SP 9.5 Wearing Course Mixture (3;C), bituminous full depth patching (special 1,300 sq yd and standard 1,000 sq yd), installation of 183 linear feet of 16" PVC watermain and 311 linear feet of 8" PVC watermain, construction of 7,855 sq ft of 4" and 9,398 sq ft of 6" concrete walk, 3,674 linear feet of concrete curb and gutter Design B618, installation of 32 special lighting units, 2,075 linear feet of 2" non-metallic conduit, 9,750 linear feet of underground wire 1 C 4 AWG, and 3,250 linear feet of underground wire 1 C 8 AWG. Pavement markings include 8,750 linear feet of 6" solid line paint, 1,903 linear feet of 6" solid line preform thermoplastic ground in, 3,297 sq ft of crosswalk paint, and 785 sq ft of crosswalk preform thermoplastic ground in, along with numerous related items of work in accordance with the Plans and Specifications. Contractors must comply with Prevailing Wage Rates, Truck Rentals, Disadvantaged Business Enterprise Goals, Equal Employment Opportunity Provisions, and Build America Buy America. Minimum wage rates are predetermined and subject to the Work Hours Act of 1962 and implementing regulations. Bidders are instructed to carefully read the wage scales and Division A of the Special Provisions as they pertain to the project. Equal employment opportunity and non-discrimination are required in accordance with the Civil Rights Act of 1964, related federal regulations, and the Minnesota Human Rights Act. All appropriate parties must possess valid Certificates of Compliance from the Minnesota Department of Human Rights if employing more than 40 full-time employees. Affirmative action requirements must be met; failure to implement an affirmative action plan or make a good faith effort may result in revocation of the certificate or contract. The project has a Disadvantaged Business Enterprises (DBE) goal; see the DBE Special Provisions for requirements.
