Renovation of a mixed-use development in Lynwood, California. Completed plans call for the renovation of a educational facility; manufacturing facility; theater / auditorium; library; and restaurant.

The Lynwood High School DSA Modernization project includes both exterior improvements to the existing campus and modernization of six existing buildings: Administration, Library, Performing Arts, Industrial Arts, Gymnasium, and Food Services buildings. Exterior improvements include new landscaping, concrete and asphalt replacement, new concrete and concrete pavers, new site lighting, and exterior finishes at all six buildings. Building upgrades include new finishes throughout, new suspended ceilings and acoustical ceiling tiles, a new fire alarm system, complete restroom upgrades at all restrooms on campus, new roofing and skylights, full HVAC replacement, lighting upgrades, all new signage, and new access control throughout. The Performing Arts building will also receive a new motorized rigging system and a full audio/visual upgrade. The Food Services building will include new kitchen equipment and a new walk-in freezer and refrigerator. There is also onsite parking structure concrete work to bring the accessible parking and path of travel up to code. This project is subject to a Community Workforce Agreement (CWA) and Owner Controlled Insurance Program (OCIP). Each bidder must submit a completed and signed Letter of Assent with their Bid Proposal found in the CWA agreement. Subcontractors must also submit the CWA Letter of Assent to perform any work on this project. Bids will not be accepted if a Contractor and Sub-Contractor has not been prequalified. Prequalification is done online on the Quality Bidders website. All bidders must provide bid security equal to ten percent of the bid amount as well as 100% payment and performance bonds if awarded the contract. Bidders and subcontractors must comply with all applicable California Labor Code and Public Contract Code requirements, including submission of certified payroll records and compliance with prevailing wage laws. No withdrawal of bids is permitted within 90 days of bid opening. Respondents who assisted in preparing the scope of work or solicitation documents for this bid are ineligible to compete for the award work. Any request for material substitutions must be submitted with the bid on the designated form. Bidders must ensure timely delivery of their bid as late submissions will not be considered. Bidders must meet all Disabled Veteran Business Enterprise (DVBE) Program requirements if applicable, and all bonds must be issued by a California admitted surety. Pre-qualification requirements for the project: The General Contractor must demonstrate successful completion of a minimum of $45 million-$50 million average project value with at least three DSA-regulated public or educational facility projects within a five year period. Bids will not be accepted if the Contractor and Sub-Contractor have not been prequalified online through Quality Bidders by the stated deadline. Each bidder must be a licensed contractor with a valid and active B License (General Building Contractor) at the time of bid and throughout the contract, and subcontractors must be licensed for their respective trades. All contractors and subcontractors must be currently registered and qualified to perform public work pursuant to Labor Code section 1725.5 at the time the contract is awarded. Participation in the mandatory pre-bid conference and job walk is required for General Contractors. All required CWA Letters of Assent must be submitted with bid proposals for both bidders and subcontractors. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required before contract execution. All bonds must be issued by a California admitted surety. All contractors and subcontractors must comply with all labor code, payroll, and prevailing wage requirements as specified by law and contract documents, and certified payrolls must be submitted as required by Labor Code section 1776.
