Renovation of a mixed-use development in Lynwood, California. Completed plans call for the renovation of a two-story above grade educational facility; and two-story above grade educational facility.

The work consists of providing all management, labor, subcontractors, equipment, and materials for the demolition of existing roof surfaces and removal and replacement of roofs at various school campuses and buildings, as specified in the technical specifications. The work includes pre-installation tasks and is to be performed at the following locations: Lindbergh Elementary (2-Story Building), Mark Twain Elementary ('J' Building), Roosevelt Elementary (2 Story and Administration Buildings), Will Rogers Elementary (Administration, D & E Buildings), and Vista High School (2 Story Building). The contractor must perform not less than forty percent (40%) of the total original contract price with its own organization and direct supervision. The contract time is anticipated to be 53 consecutive calendar days. Only one contractor will be awarded the project. Attendance at a mandatory pre-bid site walk is required for all five sites. The project is subject to the Community Workforce Agreement (CWA) with the Los Angeles/Orange Counties Building and Trades Council. Each bidder must submit a completed and signed CWA Letter of Assent with the bid proposal, and subcontractors must also submit the CWA Letter of Assent before performing any work on the project. All bids must be submitted in accordance with the Uniform Public Construction Cost Accounting Act (UPCCAA) formal bidding procedures. Bidders must provide a bid security of not less than ten percent (10%) of the maximum amount of the bid as a guarantee to enter into the contract and provide required bonds and insurance certificates. The contractor and all subcontractors must comply with labor code requirements including registration and prevailing wage laws, and furnish certified payroll records as required. Pre-qualification requirements: Prospective bidders must submit online pre-qualification documents by registering with Quality Bidders. Bids will not be accepted unless the contractor is prequalified. Prequalification documents must be submitted by the specified date. Contractors and subcontractors must be registered and qualified to perform public work according to Labor Code section 1725.5 at the time the contract is awarded. Each bidder must also possess a valid and active Class C-39 contractor's license at the time of bidding and throughout the duration of the contract. Bidders who fail to attend the mandatory pre-bid site walk for all five sites will be deemed non-responsive.
