Bidders are required to submit pricing for all items requested as this bid will be considered "All or None." Any proposal received that does not meet this requirement will be disqualified. All bids must be in writing and contain an original signature by an authorized officer of the firm. Electronic bids are not acceptable. All bids must be accompanied by a Bid Bond for a sum of not less than 5% of the total bid, made payable to the city of Owosso. This amount will be forfeited if the successful bidder fails to sign a contract and furnish satisfactory bonds as required within ten consecutive calendar days after acceptance of the bid by the city. If awarded, the bidder will, within 10 consecutive calendar days after receiving notice, enter into a contract to furnish all labor, equipment, and tools necessary to execute the work at the unit prices named in the bid proposal and will furnish surety for performance for one hundred percent (100%) of the bid, acceptable to the city. All bids must clearly contain on the outside of the sealed envelope: '2026 WATER MAIN REPLACEMENT PROJECT - CONTRACT 1'. Contractors and subcontractors must comply with the EGLE Equivalency Projects Contract Boilerplate Language. The city reserves the right to accept or reject any proposal, waive irregularities, or negotiate if it appears to be in its best interest. The bid shall be valid for a period of 90 days from the date of opening. During this period, the bidder shall maintain its original bid without any change to the proposed prices. No work can begin before April 5, 2027 and all work is to be substantially completed by July 30, 2027.
