The City of Duluth requests bids for the Aerial Lift Bridge Rehabilitation project. Contractors must comply with predetermined minimum wage rates as stipulated by the Work Hours Act of 1962 and related regulations. All bidders are required to adhere to non-discrimination and equal employment opportunity laws, including Title VI of the Civil Rights Act of 1964, Title 49 of the Code of Federal Regulations, Subtitle A Part 21, and the Minnesota Human Rights Act (Minnesota Statute 363A.08). Disadvantaged business enterprises and minority groups must be afforded maximum opportunity to participate or submit bids, and all phases of the project must provide equal employment opportunities without discrimination. All contractors employing more than 40 full-time employees in any state within the previous 12 months must possess a compliance certificate issued by the Minnesota Department of Human Rights. Affirmative action requirements must be met, and failure to comply may lead to contract revocation . The method of Contractor Selection has not been Determined at this time.
