The City of Monrovia is seeking qualified contractors to provide on-call graffiti removal and abatement services on City-owned property, including parks, under a three-year contract. Services are to be performed as called in, averaging around 10–15 sites per month. Scheduled service is required twice a week for four-hour blocks, with prioritized response based on City direction. After handling City-requested items, the contractor will proactively canvas the city for graffiti based on a City-provided hotspots list and clean as needed. Emergency or on-call response is required for graffiti identified by City staff as gang-related, obscene, or vulgar; removal must be completed within 24 hours of notification. Contractors must be accessible seven days a week, 24 hours a day, and respond to calls or emails within 30 minutes during business hours and within one hour after hours. Service guidelines include matching paint color to surfaces, using pressure washing/media blasting or chemical treatments as appropriate, and preserving the integrity of treated surfaces. Detailed procedures are provided for surfaces such as concrete, sidewalks, curbs, fencing, bridges, light poles, wood, bus stops, metal, asphalt, glass, and trees. The contractor must provide an online tracking portal for City staff to submit requests, check job status, upload before/after photos, and generate reports. All necessary vehicles and equipment must be provided. Preference is given to providers using their own water; if City water is used, usage must be metered and a deposit is required for a hydrant travel meter. Contractors must pay prevailing wages as required by California law and maintain active State of California C-33 Painting License, C-61/D38 Sandblasting License, and City of Monrovia Business License for the contract duration. Insurance requirements include commercial general liability ($2,000,000 per occurrence/$4,000,000 aggregate), automobile liability ($2,000,000 per accident), pollution liability ($5,000,000), and workers' compensation as required by state law. Instructions to bidders: Submit completed pricing tables (scheduled and emergency rates), company contact details, a brief description of relevant experience (municipal graffiti work preferred), a description or screenshot of the required online tracking portal, and copies of all required licenses.
