Reference Number cb-760-96547530 1. Program and Maintain the Security System The Contractor must: a. Test all alarm points to allow full takeover of the intrusion alarm service and maintenance from previous service provider. b. Configure and program the existing security panel & monitoring station, as needed. c. Ensure function of intrusion alarm monitoring system and all components following configuration of security system; i. Ensure system can detect anyone entering into CBSA's area. ii. Ensure control panel can recognize all devices on the system. iii. Test and verify that the alarm system is fully functional, confirming that if any of the door contacts and/or motion detectors are tripped, they trigger and signal an alarm state; iv. Verify that the alarm system is capable of sending a signal to a monitoring center (including which zone); and v. Provide written report to CBSA Operations regarding the system test results and findings. d. Provide system maintenance services on as needed basis. 2. Provide Alarm Monitoring Services. The Contractor must: a. Provide 24 hour monitoring services on the installed alarm system; i. A back-up system that includes the ability to detect the failure of the primary system. ii. Active alarm system monitoring. If the system is triggered, the signal must be sent to the Contractor's designated 24/7 offsite Central Monitoring Station to initiate the specified CBSA response procedure with a call out list which will be provided by the Project Authority on Contract award. b. Maintain the system's integrity in the case of the failure to properly deactivate the system (for various reasons which may include unauthorized entry and authorized entry without the proper required codes). The system must allow the following: i. The CBSA users must be afforded at least three consecutive attempts to deactivate the alarm before the area falls secure which activates the alarm immediately; ii. The CBSA users must have the means to directly communicate to the Contractor's Central Monitoring Station in the form of either an intercom or a contact number to obtain details of the alarm in event if the alarm was triggered. iii. A delay time of thirty (30) seconds for entering and egressing from the space must be programmed before triggering the alarm. CBSA has the right to change the delay time as required. iv. The CBSA Master User(s) must be able to assign Personal Identification Pins (PIN) for each CBSA level Supervisors and employees.
