Site work for a civil project in Fairfield, California. Completed plans call for site work for a road / highway; and water / sewer project.
The City of Fairfield, in coordination with the City of Benicia, proposes to repair a portion of Lopes Road that sustained damage from a landslide during the March 2023 storm events. The Lopes Road and Water Pipeline Reconstruction Project would repair and stabilize a slope failure adjacent to Lopes Road, approximately 1.65 miles south of Gold Hill Road. Work would include grading and stabilizing the hillside slope adjacent to the roadway to slide plane elevation, including deep soil mixing. Drainage features will be constructed on the west side of Lopes Road to capture surface runoff and reduce the amount of soil saturation. The damaged roadway section would be reconstructed to its pre-slide conditions and damaged guardrails would be replaced. Repairs would also be made to utilities damaged by the slide, including a Fairfield 30- inch potable water pipeline, a buried Fairfield conduit bank with power/communication lines associated with the operation of their water line, and a Benicia 36-inch raw water pipeline. The Power and communication line repairs will have to be made to the existing pull box north of the project, adjacent to the pump station building. Each bid must be in accordance with the provisions of the contract documents now on file with the City Engineer, City of Fairfield, Fairfield, California, which contract documents are incorporated herein by reference and made a part hereof. At the conclusion of the bid opening, the apparent low bidder, the apparent low bidders listed sub-contractors and the anticipated City Council Award of Contract date will be announced. Within 24 hours, the results of the bid opening shall be posted to the City of Fairfield website. Bid Guaranty and Bonding Requirements are as follows: (a) a bid guarantee in the amount of 10% of the bid price must be submitted with bid proposal, (b) the successful bidder shall furnish a payment bond and a performance bond in the amount of 100% of total bid price. Per Civil Code Section 9550, a payment bond is required for a public works contract involving an expenditure in excess of twenty-five thousand dollars ($25,000). All bonds must be issued by a California-admitted Surety insurer using the forms set forth in the contract documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required bonds and insurance coverages, within fifteen (15) working days aOer the date of the mailing of written noOce of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law. Given that this Project has federal funding, each Bidder shall possess either a valid Class A Contractor's license or a combinaOon of valid Class C licenses that make up a majority of the work issued by the California State Contractors License Board at the Ome of Contract award. Any Bidder or Contractor not so licensed shall be subject to all legal penalOes imposed by law, including, but not limited to, any appropriate disciplinary acOon by the Contractors' State License Board. The successful Contractor must also possess a current City business license. Proof of compliance with insurance requirements (including cerOficates of insurance and addiOonal insured endorsements) shall be provided by the successful contractor. Coverage shall be for the following amounts: (a) Commercial General Liability - $3,000,000 each occurrence, $6,000,000 each aggregate, (b) Automobile Liability - $1,000,000 each occurrence, and (c) Worker's CompensaOon/Employer's Liability - $1,000,000 each occurrence. City Hall is closed daily during the lunch hour from 12:00pm to 1:00pm. f a bidder wishes to drop off their seal bid in person, they may do so between the hours of 8:00am - 12:00pm and 1:00pm - 5:30pm. If bidders have a tracking number to mail their bids, please send the tracking number to CIP@fairfield.ca.gov with subject line: LOPES ROAD EMERGENCY STORM DAMAGE REPAIR PROJECT. Public Works staff shall indicate on the sealed bid the time and date of bid receipt to validate the bid was appropriately received. Bids received after the time and date specified in the Notice to Contractors shall be rejected as invalid. It is solely the bidder's responsibility to ensure that bids are received prior to the specified time.
