Renovation of a mixed-use development in Wilkes Barre, Pennsylvania. Conceptual plans call for the renovation of a medical facility.
Professional architectural and engineering design services are required for the development of construction bid documents and related construction period services for the Plumbing Upgrade Phase 3 project. The intent of the project is to upgrade aged and deficient plumbing systems to ensure a safer and more reliable water supply across the medical center campus. The scope includes site investigation, concept development, review of existing documents, preparation of complete and coordinated drawings and specifications, cost analysis, and full construction period services. Design work includes replacement of existing valves and piping, removal of existing sinks and showers, and installation of new valves and horizontal piping for entire floors to tie into new plumbing risers. The Phase 3 design consists of replacement of vertical water distribution and return systems on all floors of Buildings 1, 27, 17, 11, 12, 21, 14, and the Ambulatory Care Addition; installation of new risers in Building 27; demolition of private restrooms in non-patient areas; construction of men's and women's restrooms where they do not currently exist; demolition of obsolete water risers; renovation of the penthouse tank; upgrades to the penthouse tank control system; and installation of shutoff and isolation valves at appropriate locations. The design also includes a new riser on the north side to house hot and cold water risers and associated equipment. Although primarily a plumbing project, the scope may include architectural, structural, mechanical/HVAC, electrical, life safety, fire protection, and telecommunications design as required to support the plumbing upgrades. The A/E shall provide a separate line item for an independent third-party fire and life safety code review in accordance with VHA Directive 7712. All designs must comply with the International Plumbing Code, applicable federal, state, and local codes, and Department of Veterans Affairs design guides, master specifications, space criteria, and construction standards. The work may involve environmental considerations such as lead paint and asbestos removal, which shall be addressed in the design and included in the construction bid package. The A/E shall update and reissue drawings, specifications, and associated documents to reflect current VA and code requirements, provide bid deduct options with separate drawings and specifications where applicable, propose alternative materials or approaches for cost savings, update cost analyses, and produce as-built drawings upon project completion. Construction period services include professional field inspections, review of submittals, responses to RFIs, support for contract modifications, participation in coordination meetings, preparation of meeting minutes, pre-final inspections, punch-list development, and documentation throughout construction. The construction magnitude is between $250,000.00 and $500,000.00 The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range.
