The City of Poplar Bluff, by its authorized representatives, shall reserve the right to reject any or all quotations, to select the lowest or best bid and to make decisions that they deem beneficial to the City of Poplar Bluff. Bid Package # 1 : Portico Shimgle Roof Replacement (Two Options Required ) Contractors must submit two separate pricing options for this bid package : Option A : Full Tear - Off and ijeplacement Complete removal and disposal of all existing shingles and underlayment . Inspection of roof decking after tear -off ; replacement of any damaged decking as needed . Installation of new underlayment , shingles , and all required components per manufacturer specifications . Replacement and / or repair of all flashing and drip edge associated with this section . Installation must meet industry standards and all applicable building codes . Option B : Shingle Overlay Installation of new shingles over the existing shingle roof system ( no tear - off ) . Preparation of existing roof surface to ensure proper adhesion and performance . Replacement and / or repair of flashing and drip edge as needed to accommodate overlay system . Installation must meet industry standards , manufacturer guidelines , and applicable building codes . Contractors must clearly identify and price each option separately in their bid submission . Bid Package # 2 : EPDM R ofing- Northeast Awning o Removal and replacement of existing EPDM roofing membrane over the northeast awning area (approximately 12 ft x 36 ft ). . Inspection and repair / replacement of substrate as necessary . Replacement and /or repair of all flashing and drip edge associated with this section . Installation of new EPDM roofing system per manufacturer specifications and industry standards .
