Provide environmental remediation support to the Federal Aviation Administration Facilities Environmental Cleanup Program through the preparation and execution of a Remedial Action at two FAA facilities within the Eastern Service Area. The work includes addressing identified soil contamination sites based on prior investigations, historic operations, and required cleanup actions. All activities shall be performed in accordance with applicable Federal, State, and local requirements, with the most stringent requirement taking precedence where inconsistencies exist. Prepare and submit a draft Remediation and Restoration Work Plan within ten business days of the project kick-off meeting, followed by a final Work Plan. The Work Plan shall present the technical approach and schedule for conducting contaminated soil remediation, disposal, and site restoration activities. Government-furnished information, including Preliminary Assessment, Site Investigation, and Remedial Investigation reports if provided, shall be thoroughly reviewed and used as guidance for removal quantities and depths, along with the estimated total quantities identified in the statement of work. Describe detailed methods and procedures for soil remediation, waste characterization, disposal, and site restoration. Identify all disposal facilities to which waste and debris will be transported, and complete all required disposal sampling and documentation. The contractor is responsible for obtaining and identifying any permits necessary to perform the work. All confirmatory sampling at the sites will be performed by the Government. Include with the Work Plan a Site Safety and Health Plan that defines personnel health and safety precautions and procedures, and a concise Risk Management Plan that identifies major site-specific risks and hazards and outlines measures to minimize those risks during remediation and restoration activities.
