Pursuant to Massachusetts General Laws Chapter 149, 44A 1/2 (c), the City of Boston's Public Facilities Department (PFD), is seeking the services of a qualified "Owner's Project Manager" ("OPM") to provide Project Management Services for the design, construction, demolition, addition to and/ or renovation of the Ruth Batson Academy (formerly John W. McCormack Middle School), located at 315 Mt. Vernon Street, Dorchester, MA 02125, Boston, Massachusetts with an estimated construction cost between $188,326,000 and $219,715,000, subject to Massachusetts School Building Authority (MSBA) approval. The City is considering delivering the project using the Construction Management at Risk method pursuant to the ap- plicable requirements of M.G.L. c.149A. Applicant firms must have experience on the following types of projects: Construction Management at Risk; Con- struction and Renovation of K-12 schools in Massachusetts; those using Northeast Collaborative High Performance Schools (NE-CHPS) criteria, and/or those receiving the U.S. Green Building Council Leadership in Energy and Environ- ment Design (LEED) Silver certification; and construction in an urban school environment with site constraints. This procurement process is qualifications based and will consist of a two-phase selection process: Phase I -OPM qualifications review and shortlist of applicant firms; and Phase II - interviews of the short-listed applicant firms. The top-ranked applicant firm at the end of Phase II will be in- vited to enter into a contract for a negotiated fee to provide OPM services for a feasibility study and schematic design for the Ruth Batson Academy. If the project is approved for funding by the MSBA for phases beyond feasibility and schematic design, the contract awarded hereunder may be amended to provide for additional services, relative to the design, bidding, and construction phases through to completion of the building project and full occupancy of the same. The scope of work includes OPM services to assist the City of Boston in managing the feasibility study and sche- matic design phases of the Ruth Batson Academy project. The OPM must possess a broad range of management and communication skills. The OPM's responsibilities include, but are not limited to, the ability to monitor and manage the participants, provide timely recommendations, perform cost estimating, value engineering analyses, constructabil- ity and scheduling analyses and to monitor the timely res- olution of any and all issues that could potentially impact schedule or costs.
