Renovation of a multi-residential development in Baltimore, Maryland. Completed plans call for the renovation of a two-unit multi-residential development.

The Contractor shall supply all labor, material, supervision, equipment, insurance, and apply for all permits including the Use of Occupancy (U&O) permit. The use and occupancy permit must be applied for within the first 30 days of receiving possession of the property. All necessary permits must be applied for, obtained, and completed as requested by HABC, in accordance with all applicable federal, state, and local regulations. The contractor must comply with all EPA and MDE lead abatement regulations as required by law. Question Deadline 06/04/2026 at 2:00 PM ET 125 S.Loudon Ave (3 Bedroom Unit ) AMP 203 General : 1. Remove and properly dispose of all Trash , Furniture and Miscellaneous Items in / on / near the Unit . & Yard.in addition repair any holes from removal of (Satellite Dish , Cable wire .....ETC 2. Remove all existing tiles or flooring in basement and scrape and paint floor as needed . (Color : Gray ) 3. Remove all vegetation growing in and or around exterior of property . 4. All interior handrails must have returns on both ends of handrail . 5. Remove existing clotheslines in backyard and fill and repair any holes as needed . 6. Cut and trim grass and bushes in rear of unit . 7. Supply and install new window blinds for all interior windows . 8. Scrap and remove all loose pain on front porch as needed and paint front porch columns as needed. (Color : white ) 9. Scrap basement joist and remove any loose paint and paint basement joist as needed. (Color : White ) 10. Paint all metal exterior handrails , secure & Paint Exterior handrails , and steel porch & AC cage as needed . ( Color : Black Brand : Rustoleum ) 11. Supply parts , repair and paint chain -link fence and gate. 12. Point up exterior steps and sidewalk cracks . 13. Check all interior shelving and closet poles and repair as needed . (DO NOT PAINT INTERIOR SHELVING OR CLOSET POLES ) 14. Parge and seal basement walls to prevent moisture infiltration and add moisture blocking paint (Paint : DryLock brand ) 15. Supply all materials and epoxy paint basement floor as needed . 16. Install new exterior mailbox . (no keyed entry ) 17. Caulk and/ or repair any exterior / interior openings to prevent rodents from entering . 18. Check all gutters and downspouts and supply materials and repair as needed . (Extend backyard downspout 3ft -6ft from property ) 19. Supply and install new Step treads and risers , (Remove carpet ). 20. Supply and install new wooden handrails (Stain & poly ) (DO NOT PAINT INTERIOR HANDRAILS ) 21. Supply and install new Lattice strip in front yard as needed . (color : White ) 1349 Cedarcroft Rd 22. Supply and install new Black range hood and Filter . 23. Supply and install new Black heat shield backsplash . 24. Final Cleaning of Entire Unit and Exterior to Make Ready for Occupancy , before final inspection . Bathrooms : 1. Supply and install one ( 1) Exhaust Fan bathroom. 2. Supply and install one ( 1) Fiberglass Vanity Bowl & Cabinet . 3. Supply and install one ( 1) new 16-inch elongated toilets and seats including new supply line , shut off valve and escutcheon cover . 4. Supply and install new steel bathtub with fixtures . 5. Supply and install ceramic tiles and thresholds on the bathroom , kitchen floor , and shower wall with cement backer board and/ or Durock underlayment . Shower wall must be tiled all the way to the ceiling . Tiles must be 12x12 or bigger & wall tiles must be different from floor tiles . Superintendents must approve all tiles and 5% must be left over for future repairs . 6. Clean and seal all existing tile and grout work and all new tile and grout work as needed . 7. Supply and install ( 1) Medicine Cabinet. 8. Supply and install all Bath accessories , non -UFAS . (Towel holder /s, Toilet Paper holder , Soap & Toothbrush ... ) 9. Supply and install one ( 1) Each Bathroom Vanity Faucet including shut off valves , supply lines and escutcheon covers . Mechanical / Plumbing : 1. Supply and install a new Sump pump . 2. Supply and install Drain , Waste & Vents (All Bathrooms ). 3. Supply and install new laundry tub and faucet as needed . 4. Check water heater for drainage pan if nonexistent then install new as needed . 5. Check and Inspect Gas Distribution (Stove , Water Heater , Furnace ) and service and repair any leaks . 6. Inspect Water Distribution (Bathroom , Water Heater , Kitchen ) for leaks , repair leaks throughout entire property ensure water pressure and flow is adequately restored and inspected . 7. Existing Water Heater is to be SERVICED by certified technician as needed and any repairs are to be made as needed . 8. Remove Hose Bibs , supply materials and make repairs to fill all holes as needed from removal . 9. Supply and install new kitchen faucet as needed . 10. Inspect Entire property and Repair (if necessary ) all Drains , Water Distribution & Vent which includes / but not limited to Bathroom , Kitchen , Laundry , Sump & Condensation Pumps . All drains vents and waste ways must be free flowing and clear of debris ; this is to include the mainline & any other drains present on property All drains MUST BE snaked or wet jetted to clear or remove any debris if necessary . 11. SERVICE existing HVAC System as needed (Service date and receipt to be provided to superintendent ) and duct work replace all filters as needed . 12. Supply and install all new vents /registers . Electrical : 1. Electrical work is to follow NEC 2023 code as required by state law and local jurisdiction regulations . 2. Supply and install new (Tamper resistant ) Receptacles and new Switches throughout unit as needed . 3. Replace and install new weather resistant exterior GFCI & box (es). 4. Supply and install all new LED Light Fixtures interior and exterior as needed 5. Supply and install new Combo CO /Smoke Detectors 6. All GFCI's are to be installed near all water sources in bathroom , kitchen , sump pump , water heater, laundry room (washingmachine) & exterior outlet boxes. 7. Install new Hardwired doorbell & install new Gong . 8. All Carbon monoxide / Smoke Detectors must be hardwired on a dedicated circuit , installed in the basement , bedrooms , and hallway outside bedroom . 9. Check Electrical Service Panel for Gaps, Missing /Bad Breakers , Blanks & Doors . (Electrical panel is to be REPLACED if panel box is rusted and or water damaged . (Panel cover must be clean and properly labeled and paint (If necessary) color : Grey Brand : Rustoleum ) Doors & Windows : 1. Supply materials and repair all vinyl windows as needed throughout entire unit as needed to ensure all windows operate properly . 2. Check all doors and supply all materials and hardware as needed to ensure all interior doors operate properly . 3. Repair , caulk & paint damaged interior / exterior door frames & trim . 4. Repair aluminum trim around all exterior windows as needed . 5. All Exterior Doors must be weatherproof with no penetration of daylight around doors ; doors must include peep holes . (Deadbolts ) supplied by HABC. 6. Replace or repair all windows screens throughout unit . 7 . All doors are to be painted , latch properly , receive new knobs & hardware . 8. Supply and install new window blinds at each window , shades at basement & sidelight windows . 9. Clean Windows , Channels & Sills , Line with paper towels before final inspection . Painting /Drywall Repair : 1. Supply all materials to Paint the Entire Units to Include : Paint front porch handrails as needed . (Color : Black Rustoleum Walls and ceilings shall be painted with two (2) finish coats eggshell latex . Scrape and paint all basement floor joist as needed . (Color : Black ) Kitchen and bathroom walls & ceilings shall receive a semi -gloss final finish coat . . All doors , wood windows , wood trim , baseboard & round molding shall receive a White semigloss final finish coat . o Caulk & Paint Exterior door frames , archway , trellis , columns & porch (es). Supply materials and Repair and paint exterior Cornish and facia boards as needed. The Contractor shall be responsible for all drywall repairs , point -up and resulting painting required , ensuring a high -quality finish that is acceptable to HABC Housing Management . Paint shall be Sherwin Williams " Pro -Mar 200 " in HABC Antique White color (or brand of equal color , finish , durability , etc. ). The Contractor shall follow United States Environmental Protection Agency (EPA ) Lead -Based Paint Renovation , Repair and Painting (RRP ) Program Rules . Flooring : 1. Repair and level and secure all interior floor joist and exterior joist . (If exterior deck is present ) 2. Supply and install " LIFE PROOF Rigid Core Luxury Vinyl Flooring " throughout the unit , except the kitchen , laundry and bathroom . (Color : Pelican Grey ). 3. Supply and install 5mil paper protection for all laminate floors as needed. 4 . All floors must be sound & level before installation of flooring . 5. Supply materials and repair all damaged laminate flooring as needed throughout unit . 6. Clean all existing laminate flooring as needed . 7. Inspect and repair ALL interior SUB - FLOORS and make ALL repairs as needed to sub floor 8. Supply and install 5-inch wood baseboard and 3/4 round shoe molding throughout unit . 9. Supply and install ceramic tiles and marble thresholds in Kitchen floor , laundry room , Bathroom floor , and shower wall with backer board and /or Durock underlayment . Tiles must be 12" x12 " or Larger with the wall tiles different from the floor . 10. Superintendents must approve all tiles and 5% must be left over for future repairs . 11. Supply and install new vinyl step treads and risers as well in the basement . 12. Repair and install new subfloor throughout interior of unit as needed . 13. Clean & apply an even coat of floor wax / sealer to floors before final inspection 1349 Cedarcroft Rd (2 Bedroom Unit ) AMP123 Upon Completion of unit all inspections should be completed and satisfied as required by local and state jurisdiction , the use and occupancy permit is to be handed over with the keys . General repairs / Carpentry 1. Remove and properly dispose of all Trash, Furniture and Miscellaneous Items in / on / near the Unit & Yard . (Satellite Dish , Cable wire ... ) 2. Supply all materials and fill all holes from satellite removal and excess wire removal from exterior of unit . 3. Remove all vegetation growing in and or around exterior of property . 4. Supply all materials Repair front exterior Cornish above exterior windows and paint as needed 5. Repair all storm and screen doors as needed to ensure they're operating properly . 6. Supply all materials and repair and paint all exterior steel handrails unit as needed. (Color :Black Brand :Rustoleum ) 7. All interior handrails must have returns on both ends of handrail . 8. Demo existing basement bathroom linen area as needed . 9. Supply all materials and build new basement bathroom linen closet with access to shower divertor with shelving installed as needed . 10. Remove existing clotheslines in backyard and fill and repair any holes as needed . 11. Cut and trim grass and bushes in rear of unit . 12. Supply and install new handrails and paint (color : Black (brand : Rustoleum ) on front right side of steps . (Front steps should have two handrails ) 13. Supply and install new window blinds for all interior windows . 14. Supply parts , repair and install new chain -link fence in backyard and gate as needed . 15. Point up exterior steps and sidewalk cracks as needed . 16. Repair back porch concrete slab as needed . 17. Supply and install new exterior mailbox . (no keyed entry ) 18. Caulk and/or repair any exterior / interior openings to prevent rodents from entering . 19. Supply and install new Step treads and risers , (Remove carpet as needed ) . 20. Supply and install new wooden handrails (Stain & poly DO NOT PAINT HANDRAILS ) (DO NOT PAINT INTERIOR HANDRAILS ) 21. Supply and install new Black range hood and Filter . 22. Supply and install new Black heat shield backsplash . 23. Final Cleaning of Entire Unit and Exterior to Make Ready for Occupancy , before final inspection . Bathrooms : 1. Supply and install one ( 1) new standard round toilet and seats including new supply line , shut off valve and escutcheon cover . 4. Supply and install new shower divertor and tub spout as needed . 5. Supply and install threshold as needed. 6 . Seal all grout and tile work as needed . 7. Supply and install ( 1) Medicine Cabinet (1) Mirror in 1stfloor half -bath as needed . 8. Supply and install all Bath accessories , non -UFAS . (Towel holder /s, Toilet Paper holder , Soap & Toothbrush ... ) 9. Supply and install two (2) Each Bathroom Vanity Faucet including shut-off valves , supply lines and escutcheon cover . Mechanical / Plumbing : 1. Supply and install Drain , Waste & Vents (All Bathrooms ). 2. Check water heater for drainage pan if nonexistent then install new as needed . 3.
