The City of Loxley is soliciting proposals from qualified firms and individuals to provide professional services for the preparation and implementation of a Community Development Block Grant for sewer system improvements. Required services include assistance with grant application preparation for submission to the Alabama Department of Economic and Community Affairs (ADECA). If the grant is awarded, the consultant's scope of services will be further defined by the City. Services required cover all stages of the design, bidding, and construction process, including: (1) preparation of all construction plans and specifications, (2) preparation of bid documents and supervision of the bidding process consistent with Local, State, and Federal regulations, (3) provision of on-site resident inspection during construction, (4) regular progress reports to the City, (5) conducting a final construction inspection and issuing a final certificate of completion, and (6) delivering as-built drawings to the City. A lump sum, fixed price fee is required. Proposals will be evaluated and ranked based on knowledge of the CDBG program, resources and availability, experience of proposed personnel, understanding of community needs and environment, and previous experience in working with the locality. Firms must submit sealed proposals labeled "Proposal for Engineering Services, CDBG Sewer Improvements Project." All proposals must contain original signatures.
