The Olympic Boulevard Fish Passage Project involves replacing an existing 120-foot-long, 30-inch culvert that conveys Pigeon Creek #2 beneath Olympic Boulevard with a fish-passable bridge structure. The project will restore aquatic connectivity, improve flood resilience, and enhance multimodal transportation infrastructure. The project includes redirecting stream flow during construction, demolition of the existing culvert, construction of a fish-passable bridge, daylighting approximately 70 linear feet of new streambed, traffic control and detour planning due to significant impact on traffic flow to and from Howarth Park, and roadway and non-motorized improvements including enhancements to bicycle and pedestrian access. The selected consultant will provide full professional services including scope development and project management, preliminary engineering and design advancement, environmental review and permitting, surveying and right-of-way support, final design and PS&E (60%, 90%, 100%), bid phase services, and optional construction engineering services. Consultants are instructed to submit six hard copies and one electronic PDF copy of the Statement of Qualifications by the specified deadline. Preparing and executing an SBE participation plan is a requirement. Late submittals will not be accepted.
