This Sources Sought Notice/Request for Information is issued for information, planning, and market research purposes only and shall not be construed as a solicitation or as an obligation on the part of the United States Department of State. The purpose is to identify all interested firms capable of providing worldwide Value Engineering and Risk Management services under NAICS code 541330, Engineering Services. Information submitted will be used to assess the market's capability, including the level of interest and capability of small businesses, to successfully meet the Department of State's requirements. No contract will be awarded as a result of this notice, and the government will not reimburse any costs incurred in responding. The U.S. Department of State, Bureau of Overseas Buildings Operations, utilizes multiple-award indefinite delivery/indefinite quantity contracts with qualified firms of licensed professionals to provide comprehensive value engineering services that are architectural or engineering in nature. Required services may include value engineering cost proposal evaluation, risk analysis and advisory support, meeting facilitation, independent cost reviews, technical peer reviews, project scope of work definition, non-project-specific value engineering and risk studies, value engineering and risk program management assistance, and related analytical or advisory services. Interested firms are requested to submit capability information demonstrating relevant experience through examples of previous or current value engineering and risk management projects. Submissions should describe the firm's role and responsibilities, project program and function, budget and final contract amount, schedule and completion date, management and planning approach, and the relevance of the projects to the anticipated IDIQ scope. Firms may also cite certifications, awards, peer recognition, and submit SF 330s to demonstrate qualifications. The government may contact respondents for additional information, and a decision not to respond will not preclude participation in any future solicitation. The Method of Contractor Selection has not been determined at this Time.
