The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as “Proposer, or firm”) to provide landfill gas compliance monitoring and reporting necessary for compliance with County of El Dorado Air Quality Management District (AQMD) Permits 10-1400 Permit to Operate Gas Flare and Permit 10-625 Permit to Operate Landfill with Collection System for the Union Mine Landfill and the California Air Resources Board regulations that are included in Title 17 California Code of Regulations sections 95460 through 95476. Firms must have and demonstrate their experience in providing landfill gas engineering and monitoring services (experience with California local governments is desirable). The County will award one (1) agreement with the top-ranked Proposer resulting from this competitive process to perform the landfill gas engineering and monitoring services as described herein. This Request for Proposal (RFP) includes a description of the evaluation and selection process, scope of work, proposal requirements, and insurance requirements.
