The Torrance Transit System (TTS) is searching for qualified vendors to provide a turnkey demand response transportation service under the Torrance Community Transit Program (TCTP) which includes both the Dial-A-Ride paratransit service and the Senior Taxi program. The TCTP is a transportation assistance program for the residents of the City of Torrance. The program has been operated under contracted service with Taxi companies for several years, but Torrance Transit welcomes the participation of Transportation Network Companies (TNC’s) and other transportation providers who are able to provide service and then report data as required by program guidelines. The TCTP currently utilizes an operating platform called Cabconnect which allows patrons to utilize a swipe card to purchase and pay for ride credits. The platform currently contains all patron information and is integrated to be used with credit card readers on taxis authorized to provide service under the TCTP. Torrance Transit will consider either integrating or migrating the Cabconnect platform to a new platform utilized by the vendor who is selected for contract award. The current program enables participants to purchase credits for taxi rides at a discounted cost. Participants are enrolled in either the Senior or Dial-A-Ride program, as duplicate enrollment is prohibited. There are approximately 3,500 active cardholders in the both the Senior and Dial-A-Ride Program. TCTP provided 32,027 passenger trips in FY 2025 with 16,477 senior trips and 15,550 dial-a-ride (disability) trips, as well as approximately 4,300 service hours and 104,000 revenue miles for the Fiscal Year. The awarded vendor will provide on demand pick up services for Torrance senior and disabled residents 24 hours a day, 7 days a week, 365 days a year
