The Scope of Work to be provided by the Contractor shall include assistance to the City during the process of pre - construction , construction , and the one-year warranty period . Specific tasks to be performed by the Contractor include those generally performed by electrical contractors . The City is initiating a project with Xcel Energy to remove three remaining utility poles near the Red Dolly Casino at 530 Gregory Street and relocate all overhead power lines underground . Xcel is under contract to bury their overhead facilities and install pad-mounted transformers to replace overhead cans, with work expected to begin in June 2026. In addition to Xcel's work , the City intends to enter into a contract with an electrical contractor to relocate the electrical service line to the Red Dolly Casino from overhead to underground .
