Sealed bids are sought from professional, licensed, and bonded contractors for the installation of two owner-furnished steel power transmission poles at Joe Dancer Park for the City of McMinnville, through the Water & Light Commission. The project requires furnishing all qualified professional personnel, supervision, construction labor, equipment, and specified materials to install one owner-supplied steel power transmission pole. The work involves traffic control, surveying, site clearing, digging/augering the pole hole, assembly, and erection of one slip joint steel pole. The work must be substantially completed by September 30, 2026. Contractors must have a minimum of five years' experience on similar projects under their present firm name and be qualified per applicable Oregon statutes. Bids must be submitted on prescribed forms and accompanied by a certified check or bid bond in the amount of 10% of the bid. The successful bidder will be required to provide performance and payment bonds. The owner reserves the right to reject any bid not in compliance with the requirements or for other public interest reasons, and may waive informalities in submissions. The Contractor shall perform all Work necessary so that the Project can be fully used for the intended use as set forth in the Contract Documents . The general scope of this project is to install two Owner supplied direct embedded steel transmission pole structures . The pole structures have been ordered and received by MW & L ; Contractor will be responsible for transporting the pole structures from MW & L's yard to the jobsite . Each of the two pole structures is in four pieces (slip joint , 8 total sections ) and will be assembled and erected by Contractor . Owner will supply and install all insulators and line hardware , transfer conductors to steel pole , and demolish existing two pole structures . The project sites are near Joe Dancer park , SE Brooks St, McMinnville , Oregon , and are identified as Structure 2 and Structure 3. The steel transmission poles will be installed on the North and South side of the South Yamhill River , replacing existing 2 pole wood structures . The existing structures have 115kV transmission and 12.47kV underbuilt distribution on them . Structure 2 is a new steel pole on the north of the river , to be set centered on the existing transmission and approximately 15 feet north of the existing two -pole wood structure . Exact location will be staked by MW & L prior to installation . Access is through Joe Dancer Park , approximately 70 feet from the paved road . Access improvements are required including curb protection during construction , site clearing , and earth work to level the area as required for equipment access . Structure 3 is a new steel pole on the south of the Yamhill River , to be set centered on the existing transmission and approximately 15 feet south of the existing two -pole wood structure . Exact location will be staked by MW & L prior to installation . Access is via ODOT bridge maintenance locked gate on SE Three Mile Ln approximately 900 feet southwest of pole location and across tax lot R4421 00900 , an unimproved property in Yamhill County outside of city limits . Access improvements as required for equipment access are responsibility of contractor , and access must outside of NRCS conservation easement area. Access is weather dependent , and property floods at high river levels . Transmission and distribution circuits will be de-energized by MW & L and conductors spread after access improvements have been made by contractor . Contractor to coordinate schedule with MW & L in advance . Contractor shall implement and maintain all necessary erosion and sediment control measures , including installation of silt barriers as required , to prevent discharge of sediment , drilling fluids , or untreated runoff . All controls shall comply with applicable environmental regulations and be maintained throughout construction . Contractor shall take necessary actions during construction to mitigate dust and dirt from leaving the work site . Access roads must be kept clean during construction activities . Contractor will be responsible for drilling /auguring holes for steel pole structures as indicated in the included project drawings . The depth of each hole is approximately 25.5 ' and the base diameter of the pole is approximately 38" (this is the dimension of the pole base, not diameter of the hole ). Once the pole is leveled , aligned , and set in place , contractor shall back fill with controlled low strength materials (CLSM ) as specified on Drawing TM -101S . All materials from drilling / auguring holes shall be hauled off site and properly disposed of by the contractor . Contractor will be responsible for obtaining any permits from the City of McMinnville prior to commencing with work . Locates, submitting a traffic plan , and providing traffic control will be the responsibility of contractor
