The Evansville Water and Sewer Utility ("EWSU") issues this Request for Proposals pursuant to Indiana Code 5-23 (Public-Private Agreements). EWSU seeks proposals from qualified firms to act as the operator under a public-private / build-operate-transfer agreement for the design, construction, commissioning, transfer of title, and post-commissioning operation, maintenance, and performance validation of a rooftop solar photovoltaic (PV) system at the East Wastewater Treatment Plant located at 1500 Waterworks Road, Evansville, Indiana. This RFP is intended to solicit proposals for a public-private agreement under IC 5-23. The selected proposer will be the "operator" for purposes of IC 5-23, regardless of whether the proposer is also responsible for design-build services or is otherwise referred to in this RFP as the Design-Builder. This project is not intended to be procured or documented as a conventional design-bid-build construction contract. The resulting agreement will be a project-specific BOT/Public-Private Agreement under IC 5-23.
