The City of Bristol, Virginia is requesting sealed bids on asphalt concrete patching material. The material required is approximately 750 tons, more or less, of VDOT Type SM-9.5A (Superpave Mix) Asphalt Concrete Patching Material to be furnished between July 1, 2026 and June 30, 2027. The material must comply with the Virginia Department of Transportation Road and Bridge Specifications of the latest date. Vendors must identify the location of bins, plant, terminal, or other proposed point of delivery for material to be picked up by City trucks, and affirm that trucks belonging to the City of Bristol, Virginia shall receive first priority in loading queues at the vendor’s point of delivery. Bidders must submit one original and three copies of the sealed bid, with both paper and optional electronic submission through the eVA procurement platform. Bids received after the closing date and time will not be considered. The outside envelope must be labeled with the ITB number and title. Evaluation will be based on per ton price including a mileage factor if applicable. If the City is picking up material, a mileage factor of $0.725 per mile round trip (calculated from the City’s Public Works Department to the bidder's point of delivery using Google Maps) will be added to the bid price to determine the lowest bidder. The bidder’s point of delivery address must be provided in the bid form. The City reserves the right to reject any and all bids, waive informalities, and negotiate with the low bidder if the bid exceeds budgeted funds. Exceptions to specifications may result in rejection of a bid as non-responsive.
