Question Deadline 06/11/2026 Last day to submit written questions for clarification to DPS The Texas Department of Public Safety is requesting bids for all necessary supervision, labor, materials, and equipment to replace the roofing at the office in Amarillo, Texas. A. Overview The Department of Public Safety (DPS) will continue normal operations, administrative functions, and facility-based activities throughout the duration of the project. The Contractor shall plan, schedule, coordinate, and execute all work in a manner that maintains safe, continuous, and reliable access to occupied buildings during construction. The Contractor is responsible for developing a comprehensive Project Execution, Phasing, and Continuity of Operations Plan that ensures DPS personnel can safely occupy and utilize designated portions of each building while roofing work is underway. B. Contractor Responsibilities The Contractor shall provide a complete response addressing minimum qualifications, technical construction experience, and a detailed project execution plan. At a minimum, the Contractor must address the following: a. MINIMUM QUALIFICATIONS AND EXPERIENCE i. Respondent must have been regularly engaged in the State of Texas for roofing services for a period of no less than five years. All personnel of successful Respondent(s) must be fully equipped with standard tools of the trade and licensed and/or certified appropriately in the State of Texas. All information requested below and in Section D.7 must be submitted in accordance with instructions contained herein - incomplete Proposals may be deemed non-responsive and not considered for award. b. TECHNICAL CONSTRUCTION & EXPERIENCE REQUIRED: i. Respondent must list and describe prime contractor's roofing experience for three (3) successfully completed contracts within the past seven (7) years of comparable size, scope, and complexity to the Work described in the Contract Documents. ii. Oversight and management of at least two (2) subcontractors iii. Oversight and management of at least ten (10) concurrent projects actively in the construction phase while maintaining a critical path schedule on all projects. iv. Oversight and management of: plumbing, masonry, carpentry, concrete, landscaping, HVAC, electrical, demolition, remediation, historical preservation, site/civil, paving and drainage, roofing/building envelope, interior finishes, prefabricated buildings. v. Experience working in an environment that operates 24 hours a day/7 days a week with personnel working in the facility. vi. Experience in adapting to changing site conditions and projects. vii. Experience in modifications and replacements to mechanical, electrical, and plumbing system components.
