This sources sought notice is issued for market research purposes only to identify qualified firms capable of providing comprehensive grounds maintenance services for the U.S. Army Corps of Engineers, Norfolk District. The anticipated requirement is for a firm-fixed-price services contract covering a base year with four option years from Notice to Proceed. The contractor will be responsible for furnishing all supervision, labor, materials, equipment, transportation, tools, supplies, and incidentals necessary to perform landscaping and grounds maintenance services on approximately 3.5 acres of improved grounds. Services include routine and corrective maintenance of lawns, flower beds, trees, shrubs, hedges, associated roads, parking lots, sidewalks, and exterior building areas in accordance with a Performance Work Statement. The scope of work includes grass cutting and mowing, trimming, edging, leaf removal, soil aeration, turf repair, fertilization, mulched area maintenance, weed and vegetation control, pest control reporting, trash and litter policing, and general maintenance of improved grounds. Tree, shrub, and hedge pruning, as well as branch and large limb removal, are required. The contractor shall also perform power washing of sidewalks within 100 feet of the building and power washing of outdoor furniture. Areas without irrigation systems that require manual watering are included. Support for special events and emergency conditions is also required as part of the ongoing grounds maintenance effort. Snow removal and ice control services are a critical component of this requirement. The contractor shall provide snow and ice removal for approximately 15,000 square yards of parking lots, 200 yards of roadway, and approximately 550 square yards of sidewalks, loading docks, exterior stairways, building entrances, emergency exit doors, handicap ramps, flagpole areas, fire hydrants, and the security guard booth area. The contractor is required to supply all necessary equipment and materials and must coordinate with the Contracting Officers Representative prior to storm events. The contractor shall be on-site prior to each storm event and provide continuous services until the storm has ended and all areas are clean and free of salt and debris.
