The contractor shall provide protection on high traffic volume and high speed roadways where DWM crews are working in temporary traffic control work zones. Duties include providing authorized patrol cars with blue lights, site security, emergency response for after-hours service requests, assisting with traffic control and lane closure, directing vehicular and pedestrian traffic within the work zone, addressing congestion and traffic queues caused by work zone setups, addressing criminal activity or behavior directed at DWM work crews, wearing police uniforms at the work zone assignment, and providing security for DWM facilities as needed. The contractor must acknowledge emergency requests within one hour and provide an officer onsite within three hours. Written approval from the department representative is required, and quarterly reporting is mandatory. All specifications are mandatory, and the contractor must have at least three years of experience (preferred), with law enforcement personnel being POST certified in Georgia and meeting specific high-visibility safety apparel standards. All services, personnel, and materials necessary to meet these requirements must be provided as authorized. Cancellation rules apply, and compensation is regulated for emergency or on-site response situations. Instructions to bidders include submitting all required documents, including a separately submitted price schedule, attending a mandatory LSBE meeting, providing three references, and meeting all minimum and specification requirements. Questions or requests for exceptions must be submitted in writing with sufficient time for a response prior to bid submission. Bids will be evaluated for responsiveness, with the county reserving the right to make awards by item or group of items, or to reject any or all bids. All prices must be firm and F.O.B. destination. Supplier registration is required, and all relevant licenses must be current and valid.
