VTA seeks proposals from responsive and responsible qualified firms to provide services to fully upgrade and replace the existing Guadalupe Division CCTV system for the project titled Guadalupe Yard CCTV System Upgrade. Question Deadline 06/17/2026 at 2:00 PM PT The Santa Clara Valley Transportation Authority ("VTA") is an independent special district responsible for bus and light rail operations, paratransit, congestion management, specific highway improvement projects and countywide transportation planning. Assuch, VTA is both an accessible transit provider and multi-modal transportation planning organization involved with transit, highways, roadways, bikeways, and pedestrian facilities. VTA's bus fleet of 505 buses serves a 346 square mile urbanized service area and operates approximately 18 million miles annually. The 42.2-mile light rail system is served by 99 rail cars and 5 historic trolley cars and operates approximately 2.2 million miles annually. VTA employs approximately 2,300 people, of whom approximately 700 are administrative, clerical and professional positions and approximately 1,600 are operators and maintenance positions. There are four operating/maintenance facilities located within Santa Clara County. The administrative headquarters is located separately from these four facilities. For more information about VTA log The Santa Clara Valley Transportation Authority (VTA) is seeking to fully upgrade and replace the existing Guadalupe Division CCTV system. The current system consists of 56 cameras connected primarily via coaxial cabling, and fiber-optic cabling for long-distance transmission. Video streams are currently recorded on a Pelco Video Management System (VMS). The primary objective of this project is to modernize and standardize the CCTV infrastructure by replacing legacy components with a fully IP-based CCTV system. The upgrade will include, but is not limited to: o Removal of all legacy cameras o Decommissioning and removal of legacy cabling (some fiber may be reused if testing meet standard with VTA approval) o Installation of new structured cabling, including CAT6 and fiber-optic infrastructure o Deployment of network switches to support IP video traffic o Installation of 33 new IP-based CCTV cameras o Implementation of 2 new CCTV servers o Procurement and configuration of 70 CCTV software licenses Scope of Work The project includes decommission and removal of the existing CCTV cameras, abandoned cables, video recorder. The Contractor will furnish, install, program and test fully functioning Closed Circuit Television (CCTV) Systems at the Guadalupe Division. CCTV Work includes but not limited to: 1. Furnishing all labor, materials, equipment, software, and programming; and performing all testing for operation readiness related to the installation of CCTV systems at the facility shown on the plan. 2. All new CCTV equipment, software and programming shall be compatible with the existing VTA CCTV systems (ExacqVision VMS). The manner in which new hardware and software is programmed and operated, shall be the same as the existing CCTV equipment. 3. Additional Work under this Contract includes: a. Field verification of existing electrical and communication cabinets, conduit and cable connection locations and routing, and other equipment installations, power supply mounting, camera and recording system locations prior to ordering and installation of equipment. b. Furnish and install new junction boxes, conduits, and other mounting hardware on the existing power poles, building wallsto supply power toCCTV cameras when required. c. Remove existing cables, furnish, and install new CAT6 and Fiber Optic cables (some fiber may be reused if testing meets standard with VTA approval) and junction boxes from the CCTV devices to the nearest VTA Communication cabinets/IDF. The new cables and wire required for the system shall be installed in new conduit when needed. Contractor may use existing conduits and raceways when available. d. Furnish and install new Axis Pan Tilt Zoom (PTZ), Fixed CCTV cameras as shown on the plans including all mounts, power supplies, conduits, connectors, and cables and all other necessary hardware, application software, and programming for a fully functional CCTV system. The manner in which new cameras are programmed and operated, shall be the same as the existing VTA CCTV equipment. The intent is for the POE switch to power the new cameras. e. Terminate CCTV network cables to copper patch panels or single gang junction box for field cameras. The cables will be patched to VTA Ethernet LAN network switch inside the existing communications cabinets, cans or rooms at the facility shown on the plans. Certain locations will require additional Cisco Switches or Antiara switches. f. Provide all testing and inspections along with proper documentation as required by the Contract Documents. g. Provide sufficient experienced staff and work forces including management and QA/QC personnel as required for the timely completion of the Work. h. Provide redlined as-built construction drawings using the Conformed Drawings with hand drawn markings and notes. Drawings subject to VTA's review and approval. i. Contractor shall provide VTA with USB Drives with all CCTV equipment software program files used for initial calibration, configuration and testing system connections to the existing VTA network. Contractor to connect and test equipment. j. Label the cameras per VTA instructions. o Integrate 23 existing cameras to the new CCTV Servers The SBE goal for this RFP and Contract is 1.49%
