Site work and new construction of a fire / police facility in Sacramento, California. Completed plans call for the construction of a 11,616-square-foot, one-story above grade fire / police facility; and for site work for a fire / police facility.
Contractor shall achieve Substantial Completion of the entire Work within 385 calendar days as provided in the Contract Documents. Contractor shall achieve Final Completion of the Work within 30 calendar days after Substantial Completion of the entire Work. Should Contractor fail to achieve Substantial Completion within the time as specified within the Contract Documents, Contractor shall pay to the Developer, as Liquidated Damages and not as a penalty, the amount of Two Thousand Dollars ($2,000.00) for each and every calendar day after the expiration of the contractually required date for Substantial Completion that the Work remains incomplete. Any Bid protests shall be submitted via e-mail to Developer through Gary Albertson (galbertson@pmasacramento.com) and administered in accordance with Sections 3-3.01.B and 3-3.01.C of the Standard Specifications, as modified pursuant to the Special Provisions. Developer may, in its sole and absolute discretion, with hold Liquidated Damages from payments to the Contractor as such damages accrue, or, at Developer's sole and absolute discretion, withhold Liquidated Damages from any payments due or that become due pursuant to the Agreement, including retention and final payment (pursuant to California Government Code 53069.85). The successful Bidder shall possess the following valid California contractor's license classification(s): Class B - General Building Contractor's License at the time of the bid submittal. Bidder's license shall remain in effect at the time of the bid award and throughout the entire term of this Contract. All questions concerning the Bid Document Package, including all requests for information or clarification, shall be directed via e-mail to Developer's representative Gary Albertson (galbertson@pmasacramento.com) at least 72 hours in advance of the bid date and time. Each Bid must be submitted on the Bid Proposal Form provided as part of the Bid Document Package, including all required certifications and other documents. All Bids shall be submitted in accordance with the requirements of the Contract Documents, including the Invitation for Bids, the Bid Proposal Form, and the Standard Specifications, including, without limitation, Section 2 of the Standard Specifications, as modified through the Special Provisions. Each Bid must also be accompanied by security in the form of a Bid Bond issued by a corporate surety (and in the form included with the Bid Document Package), a certified check or cashier's check payable to the Developer, or cash. After the opening of Bids, Bids may only be withdrawn in strict accordance with the provisions of Public Contract Code section 5100, et seq. Bids must remain valid for a period of at least 90 days after the bid opening. Award of the Bid is subject to the availability of funds. No contractor or subcontractor may be awarded a contract for the work unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.The successful Bidder shall be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to Developer, each for not less than one hundred percent (100%) of the Contract price. The Bond forms are included in the Bid Package, and Developer and the County of Sacramento shall be named as dual obligees on any Material and Labor Payment Bond and Performance Bond issued for the Project. This is a construction project in accordance with Section 1771.5 of the California Labor Code. Pursuant to California Labor Code Section 1720 and following, and Section 1770 and following, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of the prevailing wage determinations are on file at the office of the County of Sacramento Labor Compliance Program, 9700 Goethe Road, Suite D, Sacramento, CA 95827, and are also available on the internet at online. Developer reserves the right, in its discretion, to accept the lowest responsive and responsible Bid, to reject any or all bids, to waive any informalities or irregularities in any Bid or the Bid process, to determine the responsibility of any Bidder, and/or to determine which Bid is most advantageous to the Developer. The Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in their judgment, is the lowest responsive bid of a responsible bidder. Document Notes : While there is no cost to view or download the Bid Document Package, including all plans and specifications, any potential bidder or interested party viewing or downloading the Bid Document Package will be required to register as a plan holder through the website prior to accessing the Bid Document Package.
