Work consists of upgrades to the business networks at the Appleton Wastewater Treatment Plant and the Appleton Water Treatment Plant, including the complete replacement of all business fiber network infrastructure, network cabinets, switches, and wireless access points. Bids will ONLY be received and accepted via the online electronic bid service through QuestCDN.com. To be considered a plan holder for bids, contractors must register on QuestCDN.com and purchase the digital contract documents at a non-refundable cost. Bids must be entered and submitted online by the specified date and time. A mandatory pre-bid conference is scheduled at the Appleton location. No bid will be opened unless the "Bidders Proof of Responsibility" for 2026 is filed in the office of the City Clerk not later than five days prior to the bid opening. Forms are included in the specifications and available at the office of the City Clerk and online. A performance bond/labor and material payment bond in the amount of 100% of the Contract is required, with cost included in the bid. Each bid must be accompanied by a bid bond equal to five percent of the bid. The City reserves the right to reject any and all bids, accept any bid deemed in the best interests of the City, and waive any informalities in the bidding. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing.
