Sealed bids for the Debauge Family Sports Complex located at 4201 W 18th Ave, Emporia, KS 66801 will be received by the City Clerk at the City Clerk’s Office, PO Box 928, 104 E 5th Street, Emporia, KS 66801 until 2:00 PM CST on Tuesday, July 7, 2026, and then publicly opened and read aloud. Bidders may examine the Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, Forms of Bid Bond, Performance and Payment Bond, and other Contract Documents at City of Emporia or Drexel Technologies at projectbids.drexeltech.com. Copies may be obtained from Drexel Technologies. The Owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must include security with their bid per the Information for Bidders. No Bidder may withdraw their bid for thirty (30) days after the bid opening. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders in the Bidding Documents. The contractor and subcontractors must comply with the federal Davis-Bacon Act, Copeland “Anti-Kickback” Act, and the Contract Work Hours and Safety Standards Act. Wage rates shall be at least equal to prevailing wage rates as determined by the Secretary of the U.S. Department of Labor. Labor Standards and Wage Rate Determination are included in the Contract Documents. All contractors must comply with applicable county, state, and federal requirements regarding nondiscrimination, labor standards, equal employment opportunity, and affirmative action on public contracts. The project is partially funded by the Small Cities Community Development Block Grant Program managed by the Kansas Department of Commerce. Bidders' attention is called to requirements regarding employment conditions and Federal prevailing wage rates, Section 3 of the 1968 Housing Act, Segregated Facility, Section 109 of the 1984 Housing and Community Development Act, the Civil Rights Act of 1964, and Executive Order 11246. Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE) are encouraged to submit bids. This project is subject to the Build America, Buy America Act requirements. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
