Bartow County is seeking proposals from qualified firms for construction management at risk services for the construction of the Bartow County Elections & Voter Registration Office Addition and Remodel. Firms are tasked to perform services during the pre-construction phase and construction phase, including working with the County and Architect in project planning, estimating, value engineering, arrangements of bid packages, bidding and award of the trade contracts, and management of construction until occupancy is achieved, as well as implementing the one-year warranty and one-year warranty inspection. Sealed submittals will be received at the Bartow County Commissioner’s Office. A Mandatory Pre-bid Meeting is required for bid submission eligibility. A Bid Bond is not required, but the successful bidder must provide a 100% Payment and a 100% Performance Bond upon determining the GMP cost and before the Notice to Proceed. Proof of insurance is required as specified in the instructions. All proposers must comply with O.C.G.A. Sec. 13-10-91 and register and participate in the federal work authorization program (E-Verify). A contractor must submit the required affidavit before any bid is considered and is responsible for providing bonds, insurance, and E-Verify documentation for all sub-contractors. Proposals will be evaluated in a multi-step process, considering factors such as the ability of professional staff, approach to the project, experience on similar projects, performance on past projects, and references. Shortlisted firms will be invited to interview, and cost proposals will be evaluated. Six copies of the proposal and one digital copy must be submitted, and the cost proposal must be submitted in a separate sealed envelope at the same time. No proposal may be withdrawn for ninety days after the opening. The County reserves the right to retain all proposals, waive informality or irregularities, reject any or all proposals, and select any firm at its sole discretion.
