Site work for a mixed-use development in Santa Cruz, California. Conceptual plans call for site work for a playground / park / athletic field; and bridge / tunnel.
The City is seeking a qualified engineering design firm (Consultant) to provide services that include producing project design plans and specifications for a new retaining wall (approximately 25 feet long and 15 feet deep), to be designed as a soldier pile wall or pin pile wall to minimize environmental disturbance and account for a nearby sewer main pipe. The work also includes rehabilitation of five existing culverts in four different locations along the trail, with culverts ranging from 12 to 42 inches in diameter, and the incorporation of new wingwalls at inlets and outlets for increased soil stability and controlled flows. Pavement rehabilitation of approximately 1978 linear feet of the multi-use trail pathway is also required. Additional work includes geotechnical investigation for slope stability and erosion analysis, as well as topographic/professional land surveying to determine elevations and property boundaries. The Consultant must coordinate with the City’s on-board environmental consultant for environmental permitting. Support during contractor procurement (pre-bid conference attendance, RFI responses, preparation of addenda and clarifications) and construction phase services are also required. Instructions to bidders include: SOQs must be submitted through the OpenGov Procurement website before the due date, with late SOQs possibly not considered. Consultants must create an account on OpenGov, submit all required contents, forms, and signatures, and organize technical SOQs following the specified format. SOQs should not exceed 20 pages (excluding cover page, resumes, attachments, cost SOQs, schedules, and cover letters). Any exceptions to specifications or terms must be explained in the SOQ and may result in disqualification if not in the City’s best interest. The City reserves the right to reject any or all SOQs and waive informalities or minor defects. Consultants are required to have relevant licensing and a record of at least three similar projects in the past ten years, with documents prepared by a licensed professional Civil Engineer whose seal will appear on final documents. Consultants must coordinate with the City’s environmental consultant and comply with City terms regarding employee conduct and qualifications. Fees will not be considered in evaluating qualifications and should be uploaded separately from the main SOQ submission.
