Washington County is updating its Transportation System Plan (TSP) to ensure regulatory compliance and establish a planning horizon of 2050. The TSP update addresses significant revisions to Oregon's Transportation Planning Rule adopted in 2022 under the Climate-Friendly and Equitable Communities (CFEC) rulemaking. The project involves updating goals and objectives, conducting a system inventory and needs assessment, evaluating strategic capacity improvements under OAR 660-012-0830, performing a major equity analysis to assess benefits and burdens on underserved populations under OAR 660-012-0135, and developing a financially constrained project list that aligns with regional climate and VMT reduction targets. The update leverages recent planning initiatives such as the Transportation Safety Action Plan, Active Transportation Plan, Transit Study, and Complete Streets Design Update. Consultants should demonstrate expertise in community-centered transportation planning, multimodal systems analysis, and meaningful engagement with underserved populations. Community engagement is integral to the project, which is a technically complex, multi-year effort with significant regulatory, community, and political considerations. The full scope of work and budgets for all Phases will be negotiated with the selected consultant
