The work consists of new recreational and site improvements at Anna T. Jordan Community Park, including construction of a new playground, a new pavilion, and an approximately 80-foot-wide accessible connection linking the playground area west of the creek to the ball fields, community facilities, and parking areas to the east. The playground includes a large, sculpted berm, a primary playground structure, and additional supporting play elements. The work also includes erosion control measures and planting improvements along the existing creek corridor, as well as new tree planting throughout the park to support recovery of tree canopy lost over the past three years. Bids, amendments to bids, or requests for withdrawal of bids, received after the specified time for bid opening will not be considered for any cause except as required by law. Bids shall be firm for a period of forty-five days from the date of the opening and no bid shall be withdrawn during this period except as allowed per law. Bidders must obtain a set of bidding documents from the designated location. Electronic or paper bid submissions must be received by the deadline. Paper bid forms must be submitted in a sealed, opaque envelope endorsed with the project name and contractor's license number. A certified check, cashier’s check, or bid bond equal to five percent of the total bid must be submitted with each paper bid. Bidders are cautioned not to attach any conditions or provisions to their proposals. All contractors must comply with state licensing laws and show their license number on the bid envelope. Only contractors who have formally obtained a complete set of contract documents will have their bids accepted. Minority participation is encouraged through the use of small, disadvantaged, and women-owned businesses as suppliers or subcontractors.
