Question Deadline 06/12/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than five (5) days prior to the date for opening of Bids may not be answered . The work generally consists of 2.72-mile, 2-lane road improvements, including embankment, mechanically stabilized gravel, hot bituminous surfacing, signing, pavement markings, culvert replacements, approaches, and miscellaneous work necessary to complete the project. One contract may be awarded based on the Owner's best interests, with award based on the lowest responsive, responsible bids on the Bid Schedules and Alternates selected by the Owner. All construction schedules must be substantially complete and ready for the Owner's use and pre-final inspection by October 16, 2026, and all work must be finally complete and ready for final payment within thirty calendar days of substantial completion. The Contractor shall pay the Owner $2,500.00 for each day or part of a day after the time specified for substantial completion of any construction schedule until the work is substantially complete. Each bid must be accompanied by a Bidder's Bond in the amount of 5% of the bid, payable to the Owner. Bidders must download the bidding documents from QuestCDN or receive paper copies from the office of record to be a registered bidder and receive addenda and any other information issued by the Engineer or Owner. Addenda and other information will not be sent to bidders that obtain copies of the bidding documents from other sources. All bids must be sealed. The Owner retains the right to reject any or all of the bids submitted, to waive any informality in any bid, and to accept the bid which is in the best interests of the Owner, and to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract with the Owner.
