The work includes but is not limited to construction of a new oxidation ditch wastewater treatment plant. The work includes new raw sewage pumping facility, screening equipment, grit removal system, three channel oxidation ditch, two secondary clarifiers, a UV disinfection system, low-profile cascade aeration system, mandatory alternate non-potable water system, RAS/WAS pump station, mandatory alternate aerated sludge holding tank, mandatory alternate bag dewatering system, electrical building, and all other work required for the completion of the project. Bids are requested for a single prime contract for the Wastewater Utility Improvements. The contract documents, specifications, and drawings must be obtained through the web-based service of Commonwealth Engineers, Inc. All plan holders are required to purchase through the web-based service. Partial sets of contract documents are not available. Questions pertaining to the project must be submitted directly to the specified contact via the provided web portal. The OWNER reserves the right to reject any or all bids, accept any bid or combination of bids, and waive any informalities in bidding. Bid security must be furnished in accordance with the instructions to bidders. For further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the bidding documents. The project is subject to the Build America, Buy America Act requirements. The specified waivers apply to this contract. The project is funded in part with the American Rescue Plan Act, Coronavirus State Fiscal Recovery Funds to the State of Indiana through the Indiana Economic Development Corporation.
