Construction of an HMA multi-use trail and associated incidental improvements. Each bid must be accompanied by an acceptable certified check payable to the City of Crown Point or an acceptable bid bond equal to 10% of the total bid price, executed by an incorporated surety company qualified to do business in Indiana and listed on the current Treasury Department Circular 570. A Performance Bond and Payment Bond each in the amount of 100% of the Contract price will be required from the awarded Contractor. The Standard Questionnaire Form 96 (latest version), including the Contractor's Financial Statement as stipulated in Section III, must be fully completed and signed. All contractors/vendors must be licensed to perform work, and any ancillary work, for the Owner. Incomplete or non-responsive proposals may be rejected by the Owner as non-responsive or irregular. The Owner reserves the right to reject proposals with or without cause, to waive any irregularities or informalities, to solicit and re-advertise for other proposals, and to award to the lowest responsible and responsive Bidder. Each Contractor must ensure that all employees and applicants for employment are not discriminated against based on race, creed, color, sex or national origin. Contractors and any subcontractors shall comply with the Owner's Responsible Bidding Ordinance 2008-01-16 and participate in the E-Verify program per statute IC 22-5-1.7 et seq. Each Contractor must certify it has not participated in collusion or other anticompetitive practices by returning with its RFB Response a Non-Collusion Affidavit. As required by IC 5-22-16.5, the Contractor must certify it is not engaged in investment activities in Iran. False certification may result in the consequences listed in IC 5-22-16.5-14.
