The City of Crown Point, Indiana is seeking Statements of Qualifications from qualified engineering firms for professional services related to a wastewater treatment plant project, Lift Stations, Force Mains, and Equalization Basins, as well as a Large Diameter Gravity Interceptor (Sewer Pipe). The selected firm will provide professional engineering services, which may include: construction engineering, construction resident project representation, facility startup and post-construction services, preparation of record drawings and closeout documentation, assembly of requests for remaining funds, coordination with legal and financial advisors, assembly of operations and maintenance manuals, update of asset management plans, documentation and monitoring of Green Project Reserve commitments, compliance with American Iron and Steel and other federal requirements, wage monitoring as required by the funding agency, compliance with permits and regulatory matters, management of agreed order and state judicial agreement matters, integration with related improvements, post-project flow metering and system modeling, system optimization, assistance in record-keeping for audit and closeout, final inspection and punch list preparation, closeout assistance including documentation submissions, and certification of project completion. This is a qualifications-based selection process (QBS). Bidders should not include fee information. Statements of Qualifications must include: a description of expertise and experience relevant to SRF-funded projects; knowledge of Indiana SRF program requirements and IFA processes; knowledge of local wastewater systems, growth impacts, regulatory and compliance needs; references for similar projects; resumes of key personnel; identification of the project manager; description of approach to the work; and a project timeline with ability to meet SRF deadlines. The successful proposer must meet federal procurement standards including, but not limited to, 2 CFR Part 200, 40 CFR Part 33, Anti-Lobbying requirements, Debarment and Suspension, Contract Work Hours and Safety Standards Act, Clean Water Act and EPA regulations, American Iron and Steel requirements, Build America Buy America requirements, and record retention, as well as avoid conflicts of interest. All respondents must comply with SRF and EPA guidelines as administered by the Indiana Finance Authority. Evaluation criteria include specialized experience and technical expertise (25 pts), past contract performance (25 pts), capacity to perform work, including workload and proximity (15 pts), and familiarity with local conditions and systems (35 pts). Six copies of the Statement of Qualification are required. The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
