This project will modify the median and extend the right turn lane from southbound Ballentine Boulevard to the I-264W on-ramp. The project includes associated signs, pavement markings, maintenance of traffic, erosion & sediment control, and drainage improvements. All contractors submitting responses must be a VDOT Prequalified Contractor to qualify and be eligible to be awarded the contract for this project. Submissions from non-qualified contractors will be rejected. Bidding documents are available for download at no cost from the Department of Public Works. Bid Forms are to be electronically uploaded through the Department of Public Works electronic bid service provider website via the Vendor Questionnaire. The Offeror’s Virginia Contractor Registration Class and Number shall also be provided on the bid form and acknowledged via the Vendor Questionnaire. Evidence of appropriate contractor licensure is required based on contract values. A City of Norfolk Business License is not required to submit a bid; however, the apparent low bidder must apply for the license upon award. Fully fill in all blanks in ink or typewritten, and state numbers in both writing and figures. Signatures shall be in longhand with name and title printed below. Bidders shall acknowledge all addenda in spaces provided on the bid form and Vendor Questionnaire. For unit price contracts, the total extension of unit prices governs in determining the bid amount. Interlineations, alterations, and irregularities of any kind may be cause for rejection of the bid. Erasures or any physical changes on the form shall be initialed by the Bidder. All contractors submitting responses must be VDOT Prequalified Contractors. Bids shall be accompanied by a bid guarantee of five percent (5%) of the amount of the total bid including all additive alternates. The City reserves the right to cancel the bid opening or to reject any or all bids in whole or part, when it is in the best interest of the City. Performance and payment bonds each in the amount of 100% of the contract price are required. All work shall be completed within 210 calendar days from the Notice to Proceed.  The Contractor agrees to comply with local, state, and federal non-discrimination requirements and policies supporting participation of small businesses and businesses owned by women and minorities.
