Virginia Tech is seeking a fully capable MRO facility to perform the major task of updating the avionics and interior of an aircraft. All inquiries will be answered in the form of an addendum . Inquiries must be submitted by 12:00 PM on Wednesday , June 3 , 2026. Inquiries must be submitted to the procurement officer identified in this solicitation . This Request for Proposal (RFP ) seeks to solicit proposals to establish a contract through competitive negotiations by Virginia Polytechnic Institute and State University (Virginia Tech ), an agency of the Commonwealth of Virginia . Virginia Tech is in search of a fully capable MRO (Maintenance , Repair , and Overhaul ) facility that can perform the major task of upgrading a Citation Excel N51VT with a complete removal of the original avionics and installing a complete Garmin G5000 Avionics Suite . The primary scope of work includes the complete removal of the aircraft's original avionics system and installation of a complete Garmin G5000 Avionics Suite . In parallel with the avionics work , the selected MRO facility will perform an interior refurbishment as outlined to minimize aircraft downtime .
