Sealed bids will be received at the office of the City Engineer, 1700 W 98th St, Bloomington, MN 55431, for construction of the 2024-110 Normandale Blvd PMP Trail & Sidewalk Improvement Project SP 107-020-075 MN Project No. CRP 2726 (132) Federal Aid Project. The work consists of approximately 17,000 cubic yards of common excavation, 4,400 tons of bituminous plant mixture, 3,500 cubic yards of Class 5 aggregate base, 4,700 linear feet of concrete curb and gutter, 68,000 square feet of 4" - 8" concrete walk, 26,000 square feet of prefabricated modular block wall, 11,000 square feet of sheet pile wall, 400 linear feet of 12" - 30" storm sewer, 1,600 linear feet of pavement markings, 32,000 square yards of seeding/sodding, and exactly 2 revised signal systems. Bids are to be sealed, labeled as a bid for the project, and filed with the City Engineer, accompanied by Bid Security in accordance with the Instructions to Bidders. The contractor is responsible for delivery of the bid. The right is reserved to reject all bids and to waive informalities if it's in the City's best interest. Businesses owned and controlled by minorities or women will be afforded maximum feasible opportunity to submit bids and will not be subjected to discrimination. Minimum wage rates have been predetermined and are subject to the Work Hours Act of 1962. All bidders must comply with federal and state non-discrimination, equal employment, and affirmative action requirements. If more than 40 full-time employees are employed, a compliance certificate from the Minnesota Department of Human Rights is required to bid. Failure to implement an affirmative action plan or make a good faith effort may result in revocation of the certificate or contract. No bids will be considered unless these requirements are met.
