The successful Contractor for CONTRACT 15 shall clean and overcoat the exterior of three existing ground-mounted tanks at three sites. Contractor shall complete all related work as detailed in the Drawings and Specifications. All materials furnished shall be in accordance with the Specifications prepared by Chisholm Trail Consulting, LLC. Compliance with Labor Standards Contract Provisions is mandatory. Compliance with the Davis Bacon Act is mandatory if the total project cost exceeds $10,000,000. The successful contractor shall provide Statutory, Performance and Maintenance bonds each in the amount of 100% of the total contract amount. Bids must be accompanied by a certified check, cashier's check, or Bidder's Surety Bond in the sum of five percent (5%) of the amount of the bid. Each bidder shall also accompany his bid with a sworn statement in writing that the bidder has not entered into an agreement with any other bidder regarding the price or amount of such bid or any other details pertaining to the bid. Bids received will be evaluated for completeness and correctness. The contract is to be awarded to the lowest, responsive, responsible bidder. Conditional bids will not be accepted. Award of a contract is contingent upon receiving American Rescue Plan Act (ARPA) grant funds for the project. Bidders are required to comply with Equal Opportunity in Employment provisions and must fully comply with EPA Disadvantaged Business Enterprise Requirements, employing six good faith efforts and soliciting disadvantaged business enterprises during the performance of the contract. System for Award Management (SAM) registration is required for all applicants and awardees in order to receive funds from the ARPA program. Bidders must attend a mandatory pre-bid conference and make a site visit to each location prior to submitting a bid.
