Smith County is seeking qualified consulting firms for pre-construction engineering and project management for a systemic signing project. The scope of work includes analysis to determine proper sign placement using established engineering principles on major and minor collector routes in the southern half of the county. The consultant will provide design services for sign placement on 112 miles of un-paved major collectors and 64 miles of un-paved minor collectors, meeting State and Federal requirements. Plans will be developed for improvements to regulatory and warning signs, and construction inspection is anticipated to be part of the services provided. Interested firms must be pre-qualified by KDOT in the specified categories. Proposals must address the ability to complete the services within the prescribed time, past performance, staff training, relevant experience, commitment of resources, familiarity with the project area, and office accessibility. The technical proposal should describe processes and procedures to meet completion deadlines, include best practices for performing the tasks and producing deliverables, and list items such as project manager, similar project experience, staff availability, and cost-effective practices. No costs are to be included in the technical proposal, which is limited to six pages. Any sub-consultants must also submit the required attachments.
