Site work for a water / sewer project in Waterloo, Iowa. Completed plans call for site work for a water / sewer project.

The extent of the work involved for the Base Bid includes directionally drilling two (2) 8-inch diameter water mains along Easterly side of Edgewood Dr. from approximately 170' north of Onawa Dr. to Huntington Rd., directionally drilling one (1) 8-inch diameter water main and one (1) 8-inch water main in a 12-inch diameter casing along the North and Easterly sides of Ingersoll Rd. from Aspen Dr. to Huntington Rd., directionally drilling one (1) 8-inch diameter water mains along the Northerly side of Valdez Dr. from the West end of Valdez Dr. to Edgewood Dr., directionally drilling one (1) 12-inch diameter water main in a 16-inch casing and directionally drilling two (2) 12-inch diameter water mains and constructing approximately 833' of 12-inch dia. water main by open trench construction methods along the North side of Huntington Rd. from Edgewood Dr. to the east side of Katoski Dr. and directionally drilling one (1) 16-inch diameter water main along the East side ofKatoski Dr. from approximately 210' South of Huntington Rd. to approximately 250' North of Huntington Rd., plus water services and appurtenances to replace existing water mains in the City of Waterloo, Iowa in public road right of ways. The extent of the work involved for the Alternate A Bid includes constructing approximately1,709' of 16-inch dia. water main by open trench construction methods along the East side of Katoski R. from approximately 250' North of Huntington Rd. to approximately 140' North of Downing Ave., and appurtenances to extend and replace existing water mains in the City of Waterloo, Iowa in public road right of ways. The Contractor shall commence construction within ten (10) calendar days of the issuance of a Notice to Proceed by the Engineer. The Contractor shall be substantially complete with the Base Bid Project by November 30. 2026 and shall be entirely complete with all aspects of the Base Bid Project including all permanent seeding and restoration by May 31, 2027. The Contractor shall be substantially complete with the Alternate A Project by April 15, 2027 and shall be entirely complete with all aspects of the Alternate A Project including all permanent seeding and restoration by May 31, 2027. Substantially complete shall mean approved installation, disinfection and testing of all new water mains, water services and water service connections to the new water mains. Entirely complete shall mean approved final restoration of all driveways, sidewalks and street curb and gutter and pavements. Substantially complete shall also mean restoration of all areas that are to be grassed or vegetated to the maximum extent possible, including re-grading disturbed areas to pre-construction conditions and seeding, fertilizing and mulching said areas with permanent seeding within the Iowa SUD AS permanent seeding window. Each proposal shall be accompanied in a separate envelope by either cash, a certified check drawn on a solvent state, or national bank; or a bid bond, in the form set out in the Specifications, executed by a corporation authorized to contract as a surety in the State of lowa in the amount equal to five percent (5%) of the amount of the proposal, made payable to the of the Treasurer of the Waterloo Water Works Board of Trustees of Waterloo, Iowa. The bid deposit may be forfeited to the Board of Trustees as liquidated damages in the event the successful Bidder fails to enter into a contract and maintenance of said improvements as required by law within 10 days after the acceptance of the proposal. No Bidder may withdraw a proposal within 30 days after the date set for opening bids. The successful Bidder shall be required to furnish corporate surety bonds in an amount equal to 100% of its contract price, said bonds to be issued by a responsible surety approved by the Board of Trustees, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, and shall guarantee the prompt payment of all materials and labor and protect and save harmless the Board of Trustees from claims and damages of any kind caused by the operation of the contractor and shall also guarantee the maintenance of the improvements in good repair for a period of two (2) years from and after the completion and acceptance by the Board of Trustees. Time is an essential element of this contract. It is important that the work be diligently pursued to completion. If the work is not completed within the specified contract period, plus authorized extensions, the contractor shall pay to the Waterloo Water Works Liquidated Damages in the amount of five hundred dollars ($500.00) per day, for each day, as further described herein, in excess of the authorized time. Consideration will be given to the lowest responsible bidder submitting a sealed proposal, provided, however, that the Board reserves the right to reject any and all bids.
